FED:Greens want loans tied to cash rate moves
CANBERRA, Dec 8 AAP - The Australian Greens will be seeking backing from the federal
parliament to make retail banks offer mortgages and small business loans that are linked
directly to movements in the official cash rate.
The proposal comes after something of a stand-off by the big four banks after the Reserve
Bank of Australia (RBA) cut the cash rate on Tuesday.
It was broken by the ANZ Bank on Thursday when it announced it would be pass on the
full reduction to mortgages and small business loans.
The other major banks - Commonwealth Bank of Australia, National Australia Bank and
Westpac - have yet to announce their intentions.
"Banks should be required to offer mortgages and small business loans that only go
up and down when the Reserve Bank changes its interest rate," Greens banking spokesman
Adam Bandt said in statement on Thursday.
"By requiring the banks to pass on any Reserve Bank rate cut in full, and by capping
any rise at the same amount set by the RBA, we will limit excessive profiteering and ensure
Australians get a better deal."
These products are sometimes known as 'tracker' loans and are already offered by some
banks in Australia, such as Queensland QT Mutual Bank, and in other countries.
The Greens want to make every bank offer them, so that customers can choose this kind
of loan if they want to be sure they will get the benefit of any rate cut in full.
Mr Bandt said if smaller banks can offer tracker mortgages, the big four should be
able to as well.
"Banks are quick to use the RBA rate to justify interest rate increases, but go slow
when there is a rate cut," he said.
The MP said banks did not just exist to make a profit, they also social obligations
that should be met.

WA: Huge demand for charity services in WA as donations slip
PERTH, Dec 24 AAP - Charities in Western Australia say huge increases in demand for
their services have coincided with substantial drops in donations as some people find
they have nowhere to go this Christmas.
The Smith Family, the Salvation Army, St Vincent de Paul and Mission Australia are
reporting many WA families face a difficult yuletide, with demand for charity services
increasing as much as sixfold on recent years.
The charities say they have not been able to reach their fundraising goals.
St Vincent de Paul's Julie McDonald said the economic downturn meant many people were
preoccupied with putting food on the table.
"Last year the need was very much masked by the government stimulus package," Ms McDonald
told ABC radio.
"It really helped people get over the line. This year people are facing difficulties
putting food on the table, paying their bills, keeping the electricity switched on.
"In some cases they're finding they've got nowhere to go on Christmas night."
Mission Australia said many West Australians had felt the impact of "a turbulent year"
and it was expecting a big increase in numbers at its traditional Christmas Lunch in the
Park in central Perth.
More than 400 people have volunteered to help an expected 2,000 people celebrate Christmas.
The charity says the lunch, its 34th, is a way to help the "less fortunate, homeless,
isolated or lonely" on what can be "a day of uncertainty and struggle".
Entertainment is provided and each guest is given a traditional Christmas lunch and a gift.

Fed: Don't overindulge over Christmas, doctors warn
(Eds: Embargoed until 0001 AEDT December 24 2007)
CANBERRA, Dec 24 AAP - Doctors are urging Christmas revellers to drink only moderate
amounts of alcohol and avoid overdosing on fruit cake and candy canes.
The Australia Medical Association said many Australians associated heavy drinking with
the festive season, but urged people to have a good time without putting their health
at risk.
"Excess alcohol consumption is responsible for billions of dollars worth of illness
and tragedy in Australia each year," AMA president Dr Rosanna Capolingua said.
"Alcohol abuse is the cause of many chronic health problems including cardiovascular
disease, obesity, liver disease, and brain damage, and can lead to serious health risks
such as acute alcohol poisoning.
"In addition to what it's doing to your body, excessive drinking can be the cause of
all kinds of accidents, and no one wants to spend any time in a hospital emergency department."
Australians have also been warned that fruit cake, cranberry sauce, candy canes and
other Christmas foods are high in sugar and can be big contributors to tooth decay.
Hunter New England oral health clinical director Dr Lanny Chor said people not only
ate more sugar but ate it more frequently during the Christmas period.
"Frequency is as bad as quantity because the constant sugar levels stop saliva from
doing its job, which is keeping the right pH levels in the mouth," Dr Chor said.
"One of the problems with the Christmas cake, chocolate-coated peanuts, candy canes,
glace cherries and champagne is that there is often a continual period of eating between
Christmas and New Year, exposing teeth to continuous acid attacks."
Recent World Health Organisation data showed Australians eat an average 63 kilograms
of sugar each year - more than a kilogram a week.
"Over the Christmas period, eat sensibly, brush your teeth with a fluoride toothpaste,
especially before sleeping, and invest in looking after your teeth for the long term,"
Dr Chor said.

NSW: Debnam to bring parliament into 21st century

NSW: Debnam to bring parliament into 21st century
SYDNEY, Oct 22 AAP - NSW Opposition Leader Peter Debnam is proposing parliamentary
reforms designed to "drag parliament into the 21st century".
Mr Debnam today announced a coalition government would update some of the conventions
of parliament derived from the House of Commons in the 16th century, if elected in March
next year.
The proposals include limiting members' responses to questions during question time
to 10 minutes, requiring ministers to speak on their own legislation rather than parliamentary
secretaries, and introducing electronic voting in both houses of parliament.
"What's fairly attractive both from a time-management point of view and a public point
of view is actually doing electronic voting using swipe cards," Mr Debnam said.
"It's just swiping them `yes' or `no', and that would instantaneously record the vote
and allow it to be instantaneously put on the parliamentary website."
Currently, votes are counted through a head count, with the details of each vote posted
on the internet a day later.
The bulk of the reforms are designed to lift standards of ministerial capability and
restore the public's faith in parliament, Mr Debnam said.
"It's not only time to drag the parliament into the 21st century ... it's also time
to actually reintroduce a sense of accountability to the critical democratic institution
of NSW."

Global tourism leaders gather in Dubai today to plot future strategy for an industry which, despite a slight downward revision of annual growth estimates, is easily bucking present economic trends. As around 1,000 delegates gather for the World Travel and Tourism Council (WTTC) summit,A talk will likely focus on ensuring adequate infrastructure for future growth and mitigating tourism's well-documented impact on the environment.
Airlines, tour operators and hotel chains will be joined by around 40 government ministers as the WTTC, which began as a select club in 1990 by the chiefs of Amex, Accor, British Airways and American Airlines, comes truly of age. WTTC projections show tourism will this year generate $8.4 trillion in
revenue despite the revised growth projection of three per cent compared to 3.9 per cent last year.
That represents almost ten per cent of the world's gross domestic product (GDP), providing employment for 238 million people across the globe. And all this despite the worldwide credit crunch, the spectre of recession in the US, surging oil and food prices and worries over climate change - each of which have played their part in trimming initial growth projections of 4.6 per cent.
"Over the next ten years, we will see an explosion in activity throughout our sector," said Jean-Paul Baumgarten, who is the president of the London-based organisation. "It's up to us to see this industry develop responsibly," he added.
By 2018, the WTTC expects annual tourism expenditure to rise by an average of 4.4 per cent. Baumgarten cites a tourism "boom" fuelled by emerging economic powerhouses in China, India, Russia and the Middle East, although he recognises the sector faces its challenges, not least the carbon footprint left by the ongoing exponential growth in air travel.
"We are part of the problem because our industry is responsible for between 11 and 12 per cent of [all] CO2 emissions, but we are also part of the solution," he added, with an eye on one of the major themes of the Dubai conference, which runs until Tuesday. Another major issue up for discussion is the eternal question of how to develop national tourist infrastructures in line with demand, with Baumgarten speaking of "great concern" within his body at the "lack of planning [shown] by the majority of governments around the world".
Dubai, he said, offers an example to all, with the UAE government "turning a desert into a destination", he added. Difficulties in recruitment within different branches of the industry could also put the brakes on its growth, with Baumgarten saying that the two giants of the sector, the US and China, are suffering from a shortage of qualified staff.
